1) Is library funding getting abolished, or trimmed down a bit?

2) How much money is wasted by the libraries that receive the money and how much is wisely spent?

 

There is nothing unConstitutional about funding public libraries. Not outside of far-right fantasies, anyway. An educated, literate populace is a vital part of our national defense and our economic welfare. Helping that populace access and share information, and educate themselves, is a vital part of having an educated, literate populace.

Then point me the specific Constitution provision that says "public libraries". It does not, that is a state and local responsibility so get you state and local government to tax you to pay for your library.

Libraries have nothing to do with national defense no matter how you try to stretch it and and point me to the clause about "economic welfare" which authorizes such funding. Education is a state and local function and nowhere in it is such spending authorized. So if you want a library in your town or city then have your city build and fund one.

The Preamble states the goals of the Constitution and the General Welfare is specifically included in Article 1, Section 8.

No, it does not only apply only to the federal government. That is a ludicrous allegation.

The federal government funds the Library of Congress and the Smithsonian Museums and provides grants to local libraries.

Per the OP Trump's proposed budget slashes 100% of library and museum funding.

Given that libraries are non-profits they cannot afford to waste money from any source.

My own experience is that libraries are well managed and funds allocated according to the needs of the communities they serve.

 

Maybe reading is a sensitive subject for them to approach with the dolt...
