    The guy who said I don't know what I am talking about is backing his claim with "I talked to lawyers!" I have real live experience, but I am no match for someone who had a conversation with a Social Security employee and a lawyer!

    The next time you speak to that lawyer, ask why the number of those on disability is skyrocketing and how this can happen if it is difficult to get?

    Good post but I said 'one of the reasons' was the mood of the time and 'One Flew Over the Cuckoo's Nest' definitely had a social impact.

    And the closing of these facilities crossed party lines as fewer people were admitted over decades. Yes, the expense of housing these people was great but too often the budget was allocated to other areas that offered cosmetic changes but didn't consider the source problem. Free housing won't help those with mental disorders; often they just walk away to the streets again to be with their new friends in familiar surroundings.

    Now we're all paying the social costs of ignoring these people, as well as those who suffer from this abuse the most. |Too many politicians build walls around their homes, and minds, in order to avoid decision making and subsequent controversies.

    So one of the issues is that there was also a restriction on people being involuntarily committed, including a supreme court ruling in addition to a MASSIVE decrease in institutional space. Combine that with many communities being unwilling or unable to fund mental health services for those in need in their community and suddenly you have people who previously would have been treated for mental illness going without services.

    Additionally because it is cheaper to jail, many communities jail individuals with bad problems, instead of getting them the treatment they need.

    So, as was said earlier, there is no simple fix. There has to be a large committment by the community to provide treatment for those who need it. Job placement and housing placement for those who want it. After that you should only have the small number of individuals who are homeless by choice. But this requires far more work and realistically money to deal with then most communities will spend. America has always been a have our cake and eat it to society, now we are having the problems associated with underfunding services come back to bite us.

    Yes, they invented a term "Chronic homelessness" and came up with a 91% success rate for that specific group. Shelters are still overflowing on cold days.

    There really doesn't need to be much nuance at the forefront of the process.
    - comply with the law or be subject to the penalties of law
    - those reaching the bar of arrest can be placed in temp. facilities outside of the city

    where triage of services can be determined. At no point should the law be subjectively meted out due to a situational sense of futility or exceptions made based on emotion. Sorry, that's the harsh reality of having/striving for a 'blind' & impartial justice system.
    (living on the streets / homelessness & being a law abiding citizen are NOT mutually exclusive, btw)

    Meaningful change doesn't come without effort & sacrifice. What U might not be taking into consideration is the cost to the economy, the local businesses, the exodus from the community (people like myself) who realize too late the depreciation, the working class employees and owners having to move out of the area due to < tourism and employment. The "unintended consequences" of turning a blind eye and having a double set of LE / Justice standards is more fundamentally deleterious to our society than your cursory glance might indicate.

    Let me reiterate here...
    Many who have accumulated enough warnings, ticketed fines & / or reaching the threshold of arrest should be taken off the streets processed & triaged for the purview of services that might be required. Sheriff Joe Arpaio's (AZ tent cities) controversial vis a' vis punitive methods and degradation, however, the model of the actual layout would work quite well in SoCal.

    - what part of affirming the universal & blind application of the law & triaged rendering of tax payer services PRN, leads U to conclude that there is any validity to what U are asserting here...?
