I know something about EMT's and I have serious doubts that he was an EMT, at least not yet but someday maybe.
Fire and police explorers yes. My kids got trained as an EMT s through Volunteer Ambulance Exploreres and Scouts and it takes a lot of training testing and certification. My daughter went on into medicine as a result of that. There are ( or were) two levels of certification below EMT that mine went through before they qualified for EMT so he could be one of those.

 

You make a lot of sense especially about not sending an immature untrained kid into an area of civil unrest with a serious weapon such as AR clone.

I heard he had completed EMT training but certification was held up because of the China virus.

I got my first training through the scouts (Eagle), then EMT, then Paramedic during college.

I went into medicine as well, but still teach EMTs/Medics the last 15 years when I am free.

My daughter worked as an EMT through college. We had a volunteer ambulance setup in our small town so on some weekends there was an ambulance backed into my driveway and the first time she pulled out with lights on a call the neighbors freaked and called the house asking who was sick or hurt. The neighbors got used to the ambulance pulling in once in a while because the crew would come over for snacks or fresh coffee or my daughter forgot something but responding from home was different. She made friends for life working on the crew. But also picked up highschool classmates killed on motorcycles and a horrible car crash with a boy she once dated. She matured faster than I wanted her to but it made her a better medical professional.

 

Because whenever I have heard that stupid term, there was an invading force involved.

Arazona has whats called a Romeo and Juliet law that protects people that are close in age, so there is reduced sentencing or no sentencing at all if they are a few years apart. So if they are 2 years apart there is no charges at all.

Gang membership does not affect the laws regarding the open carry of weapons. It's legal (sometimes under broad conditions, such as having a license of some sort) in 45 States. Sadly, mine (Florida) is one of the 5 that it's generally illegal, except under very narrow circumstances. Regardless, Courts have repeatedly found that the mere presence of a weapon does not rise to the level of RAS or PC to conduct any stop or questioning.

No. The very idea is preposterous. Either open carrying a weapon is legal where this happened, or it's not. (Personally, I have seen nothing definitive one way or the other, but statistically it probably is, and the way the cops acted around him reinforce that assumption.)

The fact that he was 17 is a bit of a technicality, as casual observation could not ascertain that, and unless an Officer had personal knowledge of that fact, there was no legal justification to ask him to prove anything. And, as others have noted, it may actually have been legal despite his age. Another point that I have seen nothing definitive on.
