That implies that at least some of them can, probably most.

And the question was, specifically, about race. It’s kind of hard to answer a question about race without mentioning race.

I don’t think it’s intentionally racist, but he would have done better to just not have included the phrase “in the black and Hispanic communities”.

Cell phone doesn't give one access to internet. It requires a data plan.

 

If you said they didn't know how to do it yes. You'd also be implying they don't know how to use a telephone or go to a Walmart or a Walgreens or a CVS or watch TV to see where the drive throughs are located.

Like Biden it would be implying the old "blacks have to be treated like children and takend care of" racist attitudes.
