Nope. It was commissioned by the Scottish parliament and it is they that had the say in terms of architectural choice and budget.

English civil servants had little to do with it's construction.

I'm going to say this once. Scotland is my country as well and it should not be allowed to be independent because it is a flawed idea and economically infeasible.

I will say that I can understand why some Scots would feel the need for independence due to the incompetence of government in the previous decade.

In regards to Scotland there are many signs everywhere. YouTube, television programes in the north is all just Scottish matters, debates about independence. As September 2014 gets closer their frequency rises unlike never in the history of TV/ world wide web. By now it's obvious independent Scotland is inevitable.

Alex Salmond's jobs is not such an impossible one given that to reach and convince the small population of Scotland, a few million people, via a variety of methods, is much easier than convincing tens of millions. This is why I believe both Catalonia and Scotland will gain independence.
