Why would I as a secular person want criminals released from jail? They will start causing havoc. Doesn't sound too good. I'm fine with keeping the bad guys locked up and away from me.
Stamp out all religion and all moral codes old and new to live by -- just as an experiment to see what the hell happens.

If you tell your pastor you are leaving the church, and also abandoning all Christianity, what happens? Do they send the biggest deacon to knock the hell out of you and drag you back through the door, or do they let you go on your way in complete freedom?
I was born in Denmark which means according to the very same statistic you are referencing, I'm a Lutheran, despite never having set foot in a Lutheran church. When you are born in Norway or Denmark you are automatically added to the Lutheran church unless the parents get that stopped. A better way is to stop and poll them. 37% believe in God. Now a lot of these are just spiritual or Muslim. 23% don't know, or are agnostic, and 37% don't believe in God and are atheist. Japanese are generally quite moral, but not always in the same sense that we think of it. They are mostly good people. Shintoism used to be the dominant "religion," if you want to call it a religion.
Norway is full of atheists and mostly secular. Only 37% believe in God and few of them even go to church. In Japan, 65% don't believe in God, and 75% don't believe in any specific religion.
