    In real talk, it's both. Congress has the power to pass the bill, the President could but never does veto the bills out of spineless cowardice/running too late to the deadline. If I were POTUS, neither would be our reality.

    The 2019 budget was signed in 2018, so this falls on Republicans. 2021 budget was signed by Trump.

    The forecast for 2022 is a $1 trillion shortfall.

    I'm sure in the wake of Covid's financial trouble, the average voter not only can't even start catching up on their back due bills but they're going up constantly. Biden was such a great pick......:roll:
