You know, it's just a thought, but it could be that those in the intelligence agency wanted to get on Biden's good side, now that he is president, so they concocted (or re-packaged) a story about the Russians trying to sabotage Biden in the election, because then that vindicates the Democrats and makes Biden look more deserving of sympathy, something that Biden should be thankful to them for that, but at the same time Biden actually might have believed such a feel-good concocted report, and as a result started focusing more of his negative attentions on Putin, bringing up other issues (though valid) as a reason.

I hope that's not too complicated for you all to understand, and I hope I worded to well enough for you to understand.

Speaking in Hampton this evening, Hillary Rodham Clinton said the president of Russia "doesn't have a soul."

She was riffing on the danger of inexperience, and reliance on personal relationships, in foreign affairs, indirectly comparing Obama to George W. Bush, who notoriously looked into Vladimir Putin's soul and liked what he saw.

"I could have told him — he was a KGB agent. By definition he doesn’t have a soul," Clinton joked.

Jokes aside, in Italy we noted that when Biden was Vice President he tent to go out of control with his declarations, so this could be a case in that category. We have to get used to hear oddities in the declarations of this President.
