According to the first chart on the linked page: Arab-Israeli citizens make up 21% of Israel's population. That is up slightly from 20% in 2009. Of those, most are Palestinians. Of the Palestinians, most never left with those other fools. The other Palestinians are those who returned legally.

It looks like the "ethnic cleansing" that Israel is being charged with, on thses fora, isn't being very successful.
