The parents have to ask for it. It's not mailed to them automatically. If they did, it could be lost, damaged or misplaced for any number of reasons. It's pretty common and every County recorder has a link to request for a copy of one's birth certificate.

He could have requested the copy of the original from day one and there was no reason for him not to other than he used the issue for himself to attack others, he and Trump both played it.

 

The only thing stopping him from releasing the long form BC was state law. Hawaii does not release long form of birth certificates, which was the one released in 2011. They made a special exception because their office was being flooded with requests for Obama's certificate which was costing the state money.

Just noting: No, the parents don't have to ask for it. Parents generally die before their children. Any adult can ask for their own birth certificate without their parents help. I've done it before myself.

 

Frankly...it doesn't matter where he was born. His mother was a US Citizen. That alone confers citizenship to any child that she has regardless of where they were born. McCain was also born outside the US. Guess what...he was still able to run for the Presidency.
