When Trump first mentioned reopening America and making the plans, the left and lefty governors cried and stomped their feet. Trump finally conceded to the fact that it was up to the governors. That was accepted by everyone except the left again. They still keep blaming Trump for how and when states are reopening.
So either be honest with yourself and stop responding and looking foolish.

No one said they had to. My state followed a portion of phase one (although we werent' shut down) There were many routes to take, my governor explained it very well in how he handled it.

There is no requirement for governors to follow any guidelines. They also don't have to follow each one line by line, but they can reference certain things if need be.

Don’t know about the entire state but Spokane county exceeded CDC guidelines but was kept in stage 1 until a near revolt and just yesterday the democrat governor relented and let them move to stage two

It's not a one size fits all thing. My governor did follow some of the guidelines, but not 100%. He did what was best for our state. That may not be what was best for a state like Louisiana. I don't know, not up to me, not up to Trump either.

CDC guidelines in red states are being disregarded in favor of opening earlier while in blue states they are being disregarded in favor of opening later. Liberals in here try to blame Trump for staying closed down but they are being dishonest as liberals generally are.
