Trump declared his policy during the election of a complete ban on Muslims entering the US because he thought (probably correctly) it would win votes. Because that was actually totally impractical and probably illegal, he (or at least his team) had to come up with something close enough to appease his base but distant enough to be actually implemented (which they still haven't quite managed). Note the complete lack of any references to intelligence or assessments of threats. Whose "human rights"? I just answered your question. I think cellphones and all electronics except for medical devices should be banned because cellphones could be used to trigger bombs. Terrorists have long used cellular phones to trigger improvised explosive devices (IEDs). The Trump administration is not doing enough despite the specific threat.

Business laptops not only are critical to some businesses, but baggage is lost and most laptops have a tremendous amount of personal information to a computer geek, even if personal information is not saved as the keystrokes are still on the hard drive. When I fly I always carry my laptop outside my carry-on for those rare instances they announce there is no more room and carry-ons must go in baggage.
