They would have been hard pressed to do that, Sadaam was being very careful about creating a situation where the US would have a reason to invade again. He wasn't playing ball with the rest of the oil producing world, this was keeping prices suppressed and pissing all over their plans to increase oil prices, that would impact the US as it does now.
