There are NO grants today. Israel has repaid every loan and the US has never been called upon to fork over for a loan guarantee. The Cranston amendment has not been an appropriation item in any US budget since FY99 Israel has GREAT strategic value for US interests which is why the "headaches and elbows" are tolerated. this is notwithstanding some US military disagreeing with the cost/benefit of the relationship.
