How--by concluding that Bonespurs didn't violate the law when he actually did violate the law? Would that be "impartial" to you?

I think that evil scientists created a George Soros/Hillary Clinton hybrid in some underground lab and put the creature in charge of the GAO.

~ Maybe the GAO should be "Mueller-ized" - I hear there is some missing cash ?

It's still an opinion. Do you think Obama should have been impeached because the GAO determined he broke the law 7 times?

That is why he is eager to be called as a witness.

The executive branch is, it's is not a criminal offense it is a civil offense just as previous administrations have been found in violation of it. And it is just an OPINION of the CBO which is NOT a legal authority. OMB highly disagrees. And the money was released before the end of the fiscal year.

Biden threatened the same to hold up Congressionally appropriated money, will he be impeached if he wins the election?

The wrong-doing was on our side not theirs. Biden blocked it.

You are dodging. Why do you think Trump's administration is accused of breaking the law here? What did they do wrong?

Trump is not being impeached because he violated this law. He is impeached because he abused the power of his office and obstructed congress.

The fact that he broke the law is a bonus.

When did they notify Congress and what did they notify, what messages where I have been repeatedly told told this?

Here is the WP timeline no mention
    https://www.washingtonpost.com/poli...a-error-bidens-ukraine-showdown-was-december/

Here is the Obama administration no mention
    https://obamawhitehouse.archives.go...act-sheet-us-assistance-ukraine-february-2014

OMB says no it was properly withheld and the policy reason was fighting corruption and ensuring our taxpayer money would not be used corruptly and that the new Ukraine administration would hold up it's promises. And OLC counsel said no campaign finance violations and no impeachment based on campaign law violation.

OMB says the regulation was not violated and even if was an administrative slap on the wrist as with previous administrations.

You know of a group of Republicans who want to let Giuliani testify? Hell, Lindsey Graham could have let Giuliani testify before the Senate Judiciary Committee almost by himself and yet he did not.

I have not. I thought it more practical to let the whole soap opera play out without any more guesswork or assumptions.
From that statement you may correctly surmise that I am not a Democrat as I tend to ask for proof of an accusation, hearsay is not enough.8)

You think that the GAO should be lied about and defamed by a small group of dimwits?

No. You tend to fabricate reasons to dismiss proof that are wholly pseudo-legal and unrecognized by any court. That's why I knew you were a trumper.

    Look up the correct volume.

Which is all the dem clown show wanted even though they had zero proof and knowing the Senate will not find a guilty plea. Sad but this is all about 2020 which they don’t think they can win.
