    It depends on many factors, you're not seeing the big picture and you're missing the details.

    First off...about 3 million students choose to drop out of high school anually which is a guranteed free education (with free transportation). This of course happens to be a pre-requisite for higher learning not to mention a reflection of ones motivation for attaining education (in many cases).

    There is also the fact that not all people are intellectually capable of completing 4 or even 2 year degree in computer or chemical engineering for example. Some people don't plan what they're doing 2 weeks in the future.

    Many of the homeless are dealing with substance abuse. There are a great deal of non-homeless educated people who are alcoholics or addicts and can't hold down a job with the responcibility requirements entailed by a 4 year degree.

    Mental illness accounts for 20-25% of the homeless population. Again...many of these people would not be mentally capable of the responcibility necessary for structural engineering or chemical research for example.

    Some people (not just homeless) are not at a psychological stage of development that would enable them to satisfy the corresponding technical requirements such as multi-perspective strategic thinking, that many of these jobs entail. You may not be sophisticated enough yourself to see what this implies...but engineering society to purge people out of the (unavoidable and necessary) first stages of psychological development is fascism squared. And again, this is an attribute that is broader than the homeless.

    Perhaps you should look for the trees first, then you can get a sense of where the forest is.

    Every single one of these instances that you mentioned is based in mental capacity. Mentally ill, illiterate. Not intellectually capable, the essence of illiteracy. Kids dropping out, illiterate. The drug argument is a good point, however. I have my own views about this, but the numbers are large, abd you do have a point there.

    It is about equality before the law even without the "worth" of sufficient Capital under our form of capitalism.
