If no one is above the law, and a possible crime happened in a country not the US by a US Citizen and its not currently being investigated then how exactly does it get investigated if not by the President asking for it to be investigated? Ambassadors won't unless directed to. Who directs them? The President. DOJ is under the President's control so if they asked it would be the same as the President asking...and you know full well that is what would be proclaimed.
