No. I mean that given ANY population, you expect a certain rate of violent crime, including murder. What we EXPECT is if white people represent 70% of the total population, that they will represent ~70% of the total murder. But we ACTUALLY see that they represent LESS in total murder than they represent in the total population. So white people are UNDER represented.

But what we expect from black people is that since black people represent 13% of the total population they SHOULD represent ~13% of the total murder. But that's not what we see. What we see is that black people represent only 13% of the total population and yet they represent 50% of the total murder and 33% of the total forcible rape. They are MASSIVELY over-represented in regards to violent crime.
