    Nope. No vote is required. It’s not anywhere in the constitution, or the house rules that a house vote must take place before an impeachment inquiry. Sorry. And it doesn’t have to be the judiciary committee.

    Madison also favored impeachment as a defense against a President who had been bought by foreign powers. He personally preferred that the power of impeaching a President be given to the Supreme Court. There was general agreement that "malpractice or neglect of duty" should be the broad standard, though it lacked definition. They agreed on "treason, bribery or corruption." Mason suggested adding "maladministration," whereby Madison - arguing the term was too vague - suggested replacing maladministration (or malfeasance) with "high crimes and misdemeanors." ["The Framers' Coup: The Making of the United States Constitution," by Michael J. Klarman, Oxford University Press, 2016, page 237]. At the time (1787), "high crimes" was a reference to crimes committed by those in "high office." Misdemeanors was not yet in general use as defined today as "minor crimes." Basically, most constitutional scholars agree that "high crimes and misdemeanors" is a phrase to be defined by the vote of 2/3rds of the Senate, in conjunction with the accusations of the House, in their bill of impeachment. And, the Constitution offers no appeal process from that judgement.

    trump isn’t anti-American as he represents perfectly about a third of our fellow Americans.

    We do have to determine if this is the direction of the country the people want however.
    Polls are indicating it isn’t.

    Good review. I would alter a couple of things. The meaning of the phrase high crimes and misdemeanors was actually high crimes and high misdemeanors. Crimes and misdemeanors meant the same thing back then; as you said misdemeanors did not then have the connotation of lesser crimes. However, I disagree with your definition of "high." High meant extremely important, like egregious crimes against the United States or its people. High meaning high office would be redundant since impeachment applies only to high level officers.
