First of all it was the lock downs that officials used to surreptitiously sneak socialistic control of the economy, not so much (but to a degree) masking mandates. The studies on mask mandates are mixed, but the studies on lock downs, including from the UN's WHO in 2020, showed lock downs have very little to no effect; yet many officials persisted. Lock downs saved virtually no lives; masks maybe saved a few.
