15Ws are enlisted. My buddy flies them in Iraq. He originally Enlisted at 15E (whatever the drone mechanic MOS is) and reclassed. Most repair soldiers end up doing so, in my experience.

As of right now yes only Commissioned Officers can fly armed drones. However, in the next few years the Air Force is considering allowing enlisted personnel to fly armed drones. They just let a handful of senior NCO's into the Global Hawk training program to see how enlisted folks do with that with the consideration of letting them operate Reapers if they do well flying the unarmed drones.
