U.S. Secretary of State, George Marshall, came up with the Marshall Plan or the European Recovery Program, which was developed to serve as a U.S. foreign aid program to help revive and reconstruct the economies of Western Europe. It also became the central element in the containment of the Soviet power.

The first issue it addressed was the energy crisis. For most of the European countries, oil was the largest single item in their dollar budgets. The Marshall Plan made it possible for the European economy to change from coal-based to one based on imported oil. Without oil, especially Middle East oil, the Marshall plan could not have succeeded. The oil, however, had to be imported, which made it both part of the solution and also part of the problem, as price became a contentious matter.

With the innovation of central heating, oil companies moved to capture new markets, and the new production in the Middle East was a critical part. Whereas 77% of Europe’s oil came from the Western Hemisphere in 1946, by 1951 it was anticipated that 80% would be from the Middle East. Thus, Europe’s needs and Middle East oil production around that time made a powerful and timely combination.

The main obstacle was the rapidity with which the Middle East oil could be sent to Europe. The construction of the Trans-Arabian Pipeline (Tapline) to carry Saudi Oil to the Mediterranean was the solution. However, obstacles such as shortage of steel and the resistance of the independents and their Congressional allies stood in the way of its construction.

Another obstacle was the hard line and exorbitant transit fees the countries through which the pipeline was to pass, such as Syria, were demanding. Events around this time unfolded, as, in 1947,

Penn State has it right.. Its an excerpt from Yergin 's book and accurate.. I know. I was there.

It was terrible but that don't matter. Not the US taxpayers' problem. War is hell. Too bad.

But Roy Moore accusers were paid to accuse and seemed to have diapered after the election.

Maybe the FBI should start paying people to accuse instead of entrapping ?
