Trump's offer was a non-starter, dems offered 1.3 billion in return if that is all trump wants to put on the table - if Trump wants to take the deal, then let's open government, if not, Trump needs to offer more

No, why? If the Democrat want to talk let 'em talk now, I'm sure the Government Workers unions that support the Democrat party are starting to ask themselves why they donate so much money to the Democrat party when they can't deal with Trump effectively.
