An Official US Air Force Document revealed the US was preparing to use it's newly established seven military bases in Colombia to carry out "full spectrum operations throughout South America", which includes expanding "expeditionary warfare capability" to combat "anti-US governments" and "radical populism" (most likely with proxies). It warns that the "stabilty of this critical sub-region of our hemisphere is under constant threat from anti-US governments". The obvious targets were Ecuador, Venezuela, and Bolivia.

Oh, the technical meaning of the term "stability" is quite different than the dictionary version. In Washington's language means "does not follow orders" or "not under US control." So here's prominent foreign policy analyst James Chace, former editor of the main establishment journal Foreign Affairs, who was properly using the term "stability" in its technical sense when he explained: It seems contradictory but it's not if you understand the coded language.
