A simple test is to take DNA from a European, Arab, Chinese, African and Jew and get someone

I am unaware that the Palestinian Arabs refuse to negotiate but there is little point in their going additional negotiations when Israel has made it so abundantly clear that they do not want a just and durable peace(1). The Israelis just go through the motions of negotiating but never offer anything substantive because they don't have to. The US will bail them out no matter what.

They know that they can continue with their Settlement sprawl with only noise from the outside world.

They know that they can do anything they want and will always receive $ Billions per year and unconditional support from the US because Israeli lobbies own and operate US Foreign Policy.

Meanwhile, history has shown that the Israeli government can even murder 34 US G.I.s, destroy a sophisticated US ship (U.S.S. Liberty) and still receive outrageous foreign aid .

Briefly put, the Israelis have absolutely no incentive to negotiate in good faith because they get all that they want with or without a peaceful resolution.
