If he can get some stuff passed he may see his popularity rise some but the house and Senate Democrats including Joe Manchin and Kristen Senima can't seem to agree on anything to get anything passed. That's not Joe's fault but it does affect him. If nothing gets passed he will have a hard time increasing popularity.
A bunch of Democrat strategists are figuring out that the president’s sinking approval ratings will mean rough going in the midterm elections. But 2010 followed a strong performance in the previous election, whereas 2020 was rough on House Dems. But certainly the GOP could pick up the majority.

Once Republicans take the House then they can use their "oversight" powers and will be able to impeach current presidents and past presidents.
