the National Guard is part of the Department of Defense, and is allowed to defend the homeland from foreign & domestic threats and help out during civil unrest or natural disaster.

True enough, the response to the potential for armed violence has usually been for police and LE to equip themselves to meet the threat. It might be hard to believe but the NYPD was once an unarmed force, it only armed in response to armed criminals.
