Iran Contra involved selling arms to Iran and using the proceeds to fund terrorism, to arm and to finance terrorists, that beheaded entire villages, in violation of a specific statute that outlawed the funding of terrorism (this law has since expired).
If you want IRS intimidation, you are thinking of the Nixon administration, where lists of enemies were prepared in the White House and sent to the IRS to be audited.
