    That's my guess.

    It's well known than quite a few Chechens have been fighting in Syria, and its a safe bet that some of the jihadists who came out of Russia will be taking their jihad back home with them. I'm somewhat surprised that they haven't launched any attacks up to this point.

    St Petersburg seems a strange target. Its not political and nowhere near as accessible from Chechnya as Moscow.

    There are many -stan jihadists returning home from Syria, and freely moving around Russia visa-free. I'm watching Russian TV as we speak (currently in Moscow) and that's what they think.

    It's just a six hours away on the train, or nine hours on the bus, from Moscow. It, as other large cities in country, has various people living in it, of various ethnics and beliefs.

    Petersburg, traditionally, is a 'Second Capital' of the country - been an official capital during imperial period, and still bears significance in the country, as well as is highly populated. Ideologically, act of terrorism there equal to such act in Moscow.

    No certain proof of any theory is yet found. Investigation continues.

    The rumors of Putin passing the area of explosion are incorrect, though he indeed is in Petersburg at the moment, on a meeting with belarusian president Lukashenko.

    How else do you put an end to wide spread anti-corruption demonstrations? Then to have a terrorist attack occur and
    declare some state of marshal law. Making any type of these anti-corruption gathering illegal.

    St Petersburg is more culturally Western than other cities, it would make sense for this section of the population to be made more frightened.
    But Putin would have ensured the attack occurred when he was not in the City, so he would arrive to restore order and save the day.

    All that civil conflict in Chechnya was bound to spillover sometime, IIRC. Not the first time terrorism in Russia would be caused by Chechens, if they are indeed the attackers.
