This is a commonplace corruption and budget theft. There are such rascals in any country of the world. In the USA, in Russia, in Germany, in Britain, .... I use to work for a defense contractor. Problem is the requirement of military spec parts. An off the shelf hammer, will most likely do the job, but if the military requires a mil spec hammer, then you have to do the engineering, testing, and tooling for something that might only require making a couple dozen. That's why they are so expensive. The military needs to look at off the shelf parts for things that don't need to be tested at -40C- +100C. (I remember the -40C, not sure of the heat test)

 

From these last series of posts, I'm comfortable that I understand and possess compassion better than you. You're compassionate, but you don't care about social justice. Got it!
