Ideally I would expect to make just compensation to the community of those I wished to exclude from the land, and in return receive the secure tenure I would require to undertake fixed improvements like building a house. Government. All legally recognized private landownership titles originate in forcible dispossession of people's liberty rights by government.
They don't have any land or liberty to sell, and can't buy their liberty back. They can only pay landowners for permission to exercise it.

Evil is deliberate abrogation of another's rights with intent to inflict injustice. Imperialism is usually like that, but sometimes intends to secure rights, or relieve injustice. Consider the British Raj in India, which abolished the caste system, the practice of widow-burning, etc.
