That is a legal option. There is, at least as far as I can tell, no legal setting that say that. There are guidelines from Justice that stem from the early 70s that say you can't do it because it unduly interferes with Executive Branch activities. But, like I said there is no "law" that says he can't. Personally, I don't think anything of this is going to go down.

Yes the price of certain medallions has fallen substantially from its inflated pre-"get your side hustle on" days. But there are different types of medallions that come with different restrictions on vehicle type, different areas of operation, the ability for the owner to lease to another driver vs owner-must-drive, etc, resulting in different values. TMK Cohen owns the best kind, the kind that allow the medallion to exist on any vehicle type with any fuel type and that allow him to sub-contract out the driver. But still the price of them has fallen which hurt a lot of people from individual owners that are upside down in the loans they took out to buy a million dollar medallion that could now worth 1/10 of that, to the creditors that hold the loans that they'll likely never be able to unload at anything better than a loss. So for Cohen its possible that the revenue he generates from leasing them is more important than the face value of the medallions themselves because they might be a source of debt for him. Now my theory is that some devious civil-rights violating prosecutor is going to find some way to strip him of the medallions thus leaving him with the debt. Its all a game of leverage and these people are out to do as much damage to Trump's circle as possible regardless of the ethical or moral factors.

"Large chunk" is subjective so I can understand if don't agree. The largest owner has something like 459 so me to having 34 is still a large chunk for a single owner. Its also worth noting the 34 figure came from an analysis, not proven fact, and Cohen disputes the number but he also wont say how many he does own so /shrug. Seeing as how they're all parked in different companies we cant just type in "Cohen" in the NYC public records search engine. But anyways the point remains: its a source of revenue for him (might be a source of debt too) and so my opinion is the vultures will go after them.
