I would consider the rise in attacks against the West to be an emergency. Sure they've mostly been in Europe these past few years, but what is stopping the US being the next big target for multiple attacks? And what is stopping them being carried out by people from terrorist hot beds such as the countries in Obama's and Trump's list? What had changed? The President! And Trump didn't continue with Obama's policy because he didn't think it was good enough!
