No, aircraft carriers are still called “carriers”, at least according to two of my bros, one served on the Kitty Hawk and the other in Submarines. They both agree, surface vessels are sitting ducks and carrier groups are set up for stand off use. But the ship is still a carrier like a frigate, cruiser etc, can all be part of a group. Of course, what do they know, they spent years on each.
Spare parts ? Typical fear mongering. It’s up to the military to establish priority in budget demands. If their needs are not met by lack of spare parts, that’s their bad. At any time, the military can request more after the budget is passed, for emergency situations. That’s where “ supplemental budgets” come in for subsequent year over runs.

The president is not IN CHARGE when Congress members are at war with themselves and can't agree on anything. He can't force them to do anything.
