FYI: the word 'can' is commonly used in the context of giving permission.

Also:

If I had the motivation, I would count the number of times the word 'suggest' is used in the article. That use is a glaring red flag of fake news. What business is it, of the writer, to tell us how to interpret Trump's words? Trump never 'suggested' anything. Why does the author tell us that he did?

However, you, and the other posters accusing people of lies, continue to accuse people of actually saying it. What is wrong with you? Do you actually not read the posts before you accuse people of something that is not true?

 

Oh, now we are down to the interpretation of the word "can"? I tell you what, since Trump said that people go to work who are infected, doesn't that mean they "can" go to work? Because if the "can't" go to work, they clearly wouldn't be going to work. This is getting silly, I don't even know why I am discussing such silly stuff. Oh, I remember, it's because people are accused of lying when they didn't lie. Somehow, I like to defend the truth.
