Well, as you said, the President can declassify almost anything he wants. There is some obscure nuclear materials related statute related to classification that doesn't allow him to release some of that stuff.

As for Obama, well he was the one who broke the tradition of not talking smack publicly about his predecessors so what goes around, comes around.
