Here's the proof: Where is the position paper, the legal review, the diplomatic or legislative strategy? The answer is that none of those were established (nor are they currently established) before Trump made his announcement.

No, that is the point. Trump made no secret about wanting tariffs so the author in the OP is clearly lying that anyone was surprised by it.

Trump initiated a review process that would allow for 90 days before making a decision. Individuals within the Trump administration, Steve Cohn, argued fervently and vehemently against tariffs. Trump - rather than wait the full 90 days - announced his decision with a policy paper, without a legal review, without a diplomatic strategy, and without a legislative strategy. Following several days of absolutely terrible news for his administration.
