Actually, he has. He attacked the Syrian government and provided arms to the fascist Ukrainian government, actions which Obama refrained from doing while he was president.

Moreover, your premise seems to implicitly assume that Trump is the one who is ultimately in control. He is not. No president has been able to exercise complete control over the national security complex. Not only is it far too large for one individual to properly manage, it operates almost entirely in the shadows. There is simply no real oversight of what these agencies are doing.

We are approaching an extremely dangerous point in human history: the US and Russia are on the brink of war in Syria and Trump's administration is overflowing with deranged warmongers who are salivating at the prospect of "regime change" in Iran and North Korea.

He really isn't. Trump really was independent from that system. That is why they have been trying to destroy him. Unfortunately, they have succeeded. Trump is now neutered and under their control. Trump arrogantly and naively thought he could walk into DC and clean out the swamp the way he controls his business dealings. He had no idea what he was up against because Trump is a political dilettante who doesn't know the difference between the Federalist papers and Federal Express. But after assuming power, he quickly began to realize the extent of the problem and the danger it posed to him personally.
