'Free speech' has always come with caveats. In some instances it's the speech of a single person that's constrained. There's also the free speech of a group. It can be protesters outside a Planned Parenthood(r) facility or, in this instance, outside of the homes of government employees*. Whether there should be restrictions placed has been litigated, and has usually resulted in some form of distancing being ordered.

There is no excuse nor justification for it.
