Perhaps you should review the link I provided and educate yourself as to what a first class military consists of. I'd say that being in the top 10 militaries of the world is not fourth rate. Even if globalfirepower is off by a few places in their assessment, its a long way from being fourth rate.

1. He was an army officer of good standing and long service.
2. He was there when the Israelis were shooting at the Americans so saw at first hand how bad the Israelis military were.

I agree that the Israelis used the wrong tactics in Lebannon in 2006. They thought it was going to be essentially like the last time they invaded and boy were they wrong.

OTOH, if there is a next time, Hezbollah is going to get a big surprise.

No, what he saw was the deliberate agitation by the IDF against the supposed UN neutral peacekeeping force - the marines. It was a tactic by Israel - a smart one as it turned out 'cause it worked. Over a very short period of time, the US marines went from being viewed as neutral peacekeepers to active supporters of Israel.
