This is easily explained because they are multiple times more likely to commit violent crimes. Police follow the violent crime, increasing the likelihood of being arrested for non violent crimes as well. There is no institutionalized racism. That is a leftist delusion.

when I was younger it was the white kids that looked high in public that got busted the most, mostly they wore green army clothing, they made it very obvious - most of us did drugs from time to time when young, but only those that "looked" like they did, and had drugs on them in public 24\7... got busted
