The law treats people equally. People don't behave equally. In fact many reforms have been enacted specifically with African Americans in mind to try and help them, but for some unknown reason they just keep committing crimes wholly out of proportion to their demographic representation. If one simply removed African Americans from the stats the USA's violent crime rate would drop 50 percent.
