    Putin "not capable" of accepting defeat in Ukraine, says Finnish president

    Russian President Vladimir Putin is incapable of accepting defeat in Ukraine, Finnish President Sauli Niinistö said on Monday at a joint press conference in Oslo with Norwegian Prime Minister Jonas Gahr Støre.

    “I have said that I found it very difficult to see that President Putin could acknowledge any kind of defeat. Is he capable [of] that? That is the question. And I think he is not capable of taking a defeat,” Niinistö said.

    Støre was not hopeful of any kind of negotiated resolution and an end to Russian aggression, saying “unfortunately that isn’t an immediate prospect.”

    Both Nordic leaders condemned deadly strikes on civilian targets in Ukraine on Monday. “This is an unacceptable attack on civilians and a breach on all principles key to humanitarian law and international rules and regulations,” the Norwegian Prime Minister said.

    “Nuclear threats, mobilization and sham referenda and annexation of territory under occupation is simply unacceptable and it has to be rebuffed by the democracies of Europe in a very consistent way,” he added.

    Niinistö said: “What has happened now in Ukraine, well, it is indiscriminate bombing targeting civilians, targeting also infrastructure which is most important for civilians. Of course it’s terror [in] people’s minds. Unfortunately, it seems that, in the war, there is a new pace opening or starting and that is a kind of escalation in the situation.”​

    "KYIV — A few hours after the explosion Saturday that buckled Russia’s Kerch Bridge to occupied Crimea, a Ukrainian official named Mykhailo Podolyak described the attack as a “psychological” breakthrough for Ukraine and another sign that Russian President Vladimir Putin is losing the war.

    “Ukraine can’t take credit for it,” Podolyak, an adviser to President Volodymyr Zelensky, said of the assault. But “it shows that Russia does not control Crimea,” or other territory it has seized. His message was unyielding: no pause in Ukraine’s offensive, no negotiations until Russia agrees to withdraw its forces, no compromise with the invaders. “We need to humiliate Russia,” he told me.

    Russia’s punishing retort came two days later, a day after my trip to Ukraine with a study group from the German Marshall Fund (of which I’m a trustee) had ended. The Ukrainian capital was pounded by a wave of rockets, landing on residential areas downtown, local infrastructure and other locations across the city. People took refuge in shelters for the first time in months in Kyiv. But given what we heard during our visit, this latest punitive assault will only harden Ukraine’s will to resist. “Putin is a terrorist,” a Ukrainian military official said in a statement Monday. “Ukraine’s decision not to hold any negotiations with him proved to be correct: no talks are conducted with terrorists.”. . .

    Ukraine fought back. Its citizens think they will be victorious. What they want from the West is weapons and money to fight Putin. A visit here left me with the feeling that steady, sustained military assistance to this astonishingly brave nation — despite Russian threats and for as long as it takes — is an investment in a safer and better world."

    US Promises Defense System for Ukraine. President Biden pledged over a phone call with President Zelensky that he would provide Ukraine with advanced air defense systems following recent missile attacks from Russia. Biden also told Zelensky that the US and allies would continue to place sanctions on Russia and hold them accountable for their war crimes.     Top UK Cyber Spy Looking for Indications of Russian Use of Nuclear Weapons. Jeremy Fleming, director of the UK’s GCHQ spy agency, told BBC Radio on Tuesday that Britain expects to see indications if Russia began moving to deploy nuclear weapons in the Ukraine war. Fleming added that it would be catastrophic if Moscow went down that path but said Russian President Vladimir Putin has not has not chosen the nuclear option since he is surely worried of subsequent escalation. Fleming is also set to say in a speech later Tuesday that the Russian people and military are beginning to realize the true, staggering cost of the war for Russia. Reuters
