I have been to places like this many times and always it is the same.

Two groups or more of people that would love nothing better than to kill each other.

The only reason I will not be going here is it is of no strategic importance to the United States.

However, Mr Kadyrov denied that he was the centre of attention, and insisted that the Kremlin-bankrolled celebrations were being held to mark the 193rd anniversary of the founding of Grozny, Chechnya's capital that was torn apart in the wars with Russia.

"There will be no ceremonies around my birthday," he said. "I categorically forbid any events to be devoted to it wherever they are."

The reality was rather different. Jean-Claude Van Damme, the Belgian actor and martial arts star, jetted into the city, as did the actress Hilary Swank, while local media said that the British violinist Vanessa Mae was charging a fee of half a million dollars (£320,000) to perform in a concert.

When asked where the unemployment-ravaged region got all its money from, Mr Kadyrov appeared unsure. "Allah gives it to us," he said, before adding: "I don't know, it comes from somewhere."

The appearance of the Western celebrities is likely to anger rights activists who accuse the Chechen leader and his forces of abuses including torture and murder, as well as operating death squads. The concert was held on a floating stage on the River Sunzha late last night, as the city was bedecked with portraits of a smiling Mr Kadyrov. The party was due to be concluded with fireworks and a laser show. ....

Tax evasion creates hurdles for Turkish democracy, experts say

The latest debt restructuring program, which took place recently in Turkey, sparked debate over tax compliance and tax morale, as well as the low number of taxpayers and the link between taxation and an efficient democracy in the country.

One of the most prominent experts in fiscal policy in Turkey, Professor Eser Karakaş, told Sunday’s Zaman that the poor picture when it comes to tax compliance in Turkey is a result of the lack of attachment of society to government institutions through democratic channels, mainly due to the relatively low number of taxpayers. “To cast a vote is by far and foremost the most important thing,” Karakaş told Sunday’s Zaman, adding that “by casting your ballot, you are purchasing the public good bundles of your preference, which varies throughout the parties.”

According to Turkish Statistics Institute (TurkStat), there are around 51 million eligible voters in Turkey. “Let’s assume all the eligible voters went to the ballots. Whoever’s public good bundle is demanded by the majority of those 50 something million people, that bundle of goods will be ‘produced’ by the Parliament,” Karakas says.

“However, you depend on tax revenues since it costs money to produce public goods, and tax revenues comprise the majority of public revenues. In Turkey the cost of producing those public goods is around $250 billion, almost 30 percent of the country’s [gross domestic product] GDP. In other words, the voters place an order with Parliament to produce those goods, which is the raison d’être of all parliaments around the world.”

“This is like going to a tailor [Parliament] to get a dress, and for that the customer [voter] should pay money. This is where taxes come on the scene. Yet, in Turkey almost everybody pays indirect taxes, the little boy who buys bubble gum at the store or a businessman who buys a yacht. However, this kind of tax does not lead to a ‘tax awareness’ in society since the tax is included in the price you pay unlike in Western countries, where the amount you see on the price tag is different than the one you pay at the cash desk, due to sales tax,” Karakaş explained to Sunday’s Zaman.

“Yet, in Turkey there are only around 1.7 million taxpayers who actually declare their income and pay tax, paying around TL 1,200 on the average in taxes. Such number for a direct taxation which raises tax awareness among the society is comical for Turkey. There are 23 million people in the Turkish workforce, 9.8 million of whom work for the ‘informal economy’ who in turn have nothing to do with paying direct taxes. All in all, there are only 20 percent who actually pays their taxes directly, and the remaining 80 percent does not. And when there are so many people in a country who do not have any contribution to the budget, then there is also no tendency to question Parliament’s performance since you are getting public goods for free,” Karakaş said.

As Karakaş puts it, when people do not pay money in turn for a service they receive, then even if there is multi-billion dollar corruption or improper conduct during the production of a service, it would not cause a public insurrection, since they do not perceive it as their own money. This in turn creates a deficiency for a fully functioning democracy in Turkey since people are not engaged in supervising the democracy.

“Thus, widening the tax base in Turkey for the sake of an efficient democracy should be a priority along with writing up a new constitution for the government to be formed after today’s elections,” Karakaş suggested.

Karakaş evaluates the democratization efforts of Turkish Industrialists and Businessmen Association (TÜSİAD), which have caused heated debates in the media at times, from the point of view where the members take the biggest share of the tax burden, financing a big portion of those public goods. “In a way they told themselves that they should lead the democratization efforts, in other words widen the number of direct taxpayers in Turkey so that some of that tax burden will be lifted off their shoulders.”

Widening the tax base is not only necessary for a better functioning democracy in Turkey but is also crucial for a sustainable growth.

The 2010 OECD Economic Survey study on Turkey suggests that one of the requirements to transform the good fiscal performance into a sustainable fiscal framework is to boost revenue by reducing informality, widening the tax base and shifting to a growth-friendly tax structure by gradually alleviating the job-hindering social security taxes paid by the formal sector.

Tax compliance and therefore preventing tax evasion in a society is an indicator of the level of democracy. Eric M. Uslaner, a professor at the University of Maryland, states in his article “Tax Evasion, Trust and the Strong Arm of the Law” that the World Value Survey (WVS) shows the much stronger connection between attitudes toward tax compliance and trust in the legal system across a wide range of nations than there is between tax values and trust in people. And the linkage between tax attitudes and confidence in the law is the strongest in the most honest and open societies.

Uslaner, making a reference to famous Swedish political scientist Bo Rothstein, quotes that the problem of tax evasion could be solved by “creating trust from above” where if the governments adopt a strong legal system, they are well on their way to forging a more trusting society with high levels of tax collection.

As Uslaner puts forward, tax compliance is largely a contract with government officials. “We don’t pay taxes to our fellow citizens. We pay to the government. So our attitudes and behavior toward the tax system reflect our views of the honesty of the government -- and of the legal protections (property rights) that will limit the corruptibility of officials. Economic inequality also shapes tax compliance, suggesting that people are more willing to pay their fair share when the distribution of wealth in society is more equitable. Tax compliance seems more about our reactions to government performance and honesty than to a sense of solidarity with our fellow citizens,” Uslaner argues.

In their study paper “Tax morale: Empirical Evidence from Turkey,” which was presented at the 2010 Annual Meeting of the European Public Choice Society, Professor Coşkun Can Aktan of Dokuz Eylül University and Associate Professor Fatih Savasan of Sakarya University find that the anecdotal evidence, which suggests even the officials of the tax administration in Turkey find tax evasion understandable or justified to some extent, is also supported by the findings of surveys.

According to those surveys, the cumulative percentage of the taxpayers, who find tax evasion “somewhat understandable” and “quite understandable,” is about 54 percent. “Although the percentage goes down to 44 percent for the tax officials, we can discuss that it is not low enough when the nature of their job is considered. They are the ones responsible to get high taxpayer compliance,” Aktan and Savasan argued.

They also find that tax morale of taxpayers gets affected positively with better treatment of the officials and efficiency in government spending. On the other hand, as expected, historically, corruption deteriorates tax morale.

A strong legal tax system and widening the direct taxpayers by fighting the informal economy seems to be as important as drafting a new constitution after today’s general elections for Turkey to ensure an efficient democratic system where all segments of society contribute to and supervise it at the same time.

About half a billion rubles and several firearms have been seized at Moscows Vnukovo airport. SWAT teams busted twenty people during the raid on an international money laundering ring.

Thousands of people in the Vnukovo airport on Thursday were occupied with their travel affairs. But exactly at that moment a special operation was being carried out in the post and cargo terminal of the airport. As several undistinguished men were loading their truck, a SWAT team ambushed them shouting all to the ground. The driver of the van tried to escape, but the police shot the tires and broke his windows. Soon, the men were lined up against a wall, handcuffed.

The people arrested were members of a Caucasian cash laundering gang that tried to smuggle more than 400 million rubles (about $13 million) and several firearms into the country, according to the press-service of the Interior Ministry of Russia.

The inter-regional criminal gang carried out their operations in the Caucasus region of Russia, the ministry explained.

More than 100 billion rubles (about $3.2 billion) were extracted by the gang during their money laundering operations from the shadow sector of the Russian economy said the Interior Ministry of Russia as quoted by RIA Novosti news agency.

Their scheme was planned out in several stages.

During the first stage the group collected money, storing it in specially equipped and secured caches, according to police.

The cash originated from markets and shopping centers in the republic of Dagestan as well as from bank accounts of shell companies, pretending to be selling goods to virtual customers.

In the second stage the cash stored in laminated bags was transferred to Moscow under the guise of printed materials guarded by the employees of private security company Karat.

The cash was then distributed to customers, which included large Moscow financial organizations as well as individuals and construction companies.

As a result of the searches of Moscow suspects the quantity of money seized has grown to 600 million rubles( about $ 19 million). The police also seized weapons and fake license plates and permits granting access to Uytash and Vnukovo airports.

The arrested men could face up to ten years in prison and a fine of one million rubles (about $300 thousand).

Ms. Soltayeva, a Muslim, had slept with a Christian Russian serviceman, they said. Her scarlet letter would be an emerald cross. She was forced to confess, ordered to strip, and beaten with wooden rods and hoses on her buttocks, arms, legs, hands, stomach and back.

Turn and be condemned by Allah, one of her tormentors said, demanding that she position herself so he could strike her more squarely.

The torture of Ms. Soltayeva, recorded on a video obtained by The New York Times, and other recent brutish acts and instances of religious policing, raise questions about Chechnyas direction.

Since 2004, the war in Chechnya has tilted sharply in the Kremlins favor, as open combat with separatists has declined in intensity and frequency. Moscow now administers the republic and fights the remaining insurgency largely through paramilitary forces led by Ramzan A. Kadyrov, the powerful young Chechen premier.

Mr. Kadyrovs public persona is flamboyantly pro-Russian. He praises President Vladimir V. Putin and has pledged to rebuild Chechnya and lead it back to the Kremlins fold. I cannot tell you how great my love for Russia is, he said in an interview this year.

But beneath this publicly professed loyalty, some of Chechnyas indigenous security forces with their evident anti-Slavic racism, institutionalized brutality, culture of impunity and intolerant interpretation of a pre-medieval Islamic code have demonstrated the vicious behavior that Russia has said its latest invasion of Chechnya, in 1999, was supposed to stop.

Human rights groups and Chechen civilians say that these security forces ambitions and loyalties are uncertain and that their actions are unchecked. The republics course, they say, is dangerous for Russians and Chechens alike.

Few people have yet compared the current disorder with the end of the brief period of Chechen autonomy, in the late 1990s, when rebels and foreign Islamic mercenaries operated terrorist training camps in the forests, and when Islamic courts sentenced criminals to execution by firing squads, which were broadcast on Chechen television news. But Mr. Kadyrovs police and security forces, known as kadyrovsty, are staffed mostly with uneducated young men, some of whom have been fighting for years, including many former rebels who have changed sides.

Recent videos of their conduct, provided to The New York Times by outraged Chechens, show an unsettling pattern.

One shows a man and a woman in the town of Shali, each married to someone else, who were suspected of flirting in a car this summer. The police swarmed around the couple, jeering at them, and directed the man to kick the woman. The couple was then forced to dance a brief lezginka, a traditional and often sexually charged dance. The police kicked the woman, too, and pulled her scarf and hair.

Although the faces of several of the officers are clear, they have yet to come under investigation by higher authorities.
