The COP at the Capitol informed his boss at 1:07 he was submitting his request. The Mayor made her official request in her 1:28 phone. Both before Trump had finished his speech and gone back to the WH. And yes they were activated once all the signs offs were made at the DoD and then they deployed.

The CnC of the federal military cannot simply order the federal police into a domestic law enforcement action.

FALSE, for a domestic law enforcement action they have to be requested by the persons with local jurisdiction. It has been proven to you and here that the Mayor and the Capitol authorities had to request the additional help and they did not the Mayor even sending her formal letter telling the DoD to NOT send any troops to HER streets other the the 300 she had REQUESTED for traffic control.

The President doesn't request he can offer and he did along with DoD and his and the FBI and HSA URGING those with the responsibility to put in THEIR REQUEST.

Do you mean the NG. They were doing what national guard troops do when they have not been called, living their daily lives. I believe some had been called to a stand by position. But after the request were FINALLY submitted and all the sign offs they had to be gather and mustered and their equipment gathered and on to their transportation and then travel to the Capitol. The OIG stated that once the process began there was no hold up at the Pentagon or the WH it was just logistics to get them there after they had been unequivocally turned down by the Mayor and the Capitol leadership.

In the days before the President, the FBI, the HSA and the DoD URGED, meaning strongly suggested, that REQUESTS for NG troops by the Mayor and Capitol be submitted so it could all be arraigned and the additional security be deployed the morning of Jan 6. THAT was refused. They were OFFERING the additional help and it was refused.

On the afternoon while the speech was still in process the Mayor and the COP at the Capitol saw that indeed they would need the additional security so they made their REQUEST for it. Those REQUEST were approved by the SecArmy and the troops were ORDERED to deploy.

Now do you get it?
