That bill failed, because it didn't address the issue in a way that could POSSIBLY be considered adequate.

Calling some bill a police reform bill does NOT mean it will cause the needed reform.

Plus, bills such as this are a one time thing. Had the bill passed, there would be no possibility of returning congressional focus to the issue of police reform.

The bill was purely a Republican move to block the possibility of actual reform
