Legality has everything to do with how interrogation is conducted. The ruling from the DOJ was that water boarding specifically was legal. There is nothing immoral about saving lives.

Please provide the exact federal statute that made torture "legal" or the Amendment that nullifies the 5th, 8th, 9th, 10th and 14th Amendments to the federal Constitution as well as Article VI Paragraph 2 or the repeal of 18 USC Section 2340A (see below).
