    Even with every single republican in each chamber supporting both measures, they still fell far short of the minimum number of votes necessary for passage, due to the democrat party deciding to engage in whatever degree of obstruction was necessary to hurt Donald Trump. They did not get their way in the election of president of the united states, and decided to throw a temper tantrum in response.
