You really don't understand the market, it seems. The market isn't one buyer .. it's the entirety of the buyers in a given location. That will necessarily include far more private individuals than Govt.

The market price is public doman information, so Govt cannot 'cheat' the system. Even the least experienced sellers will know whether they're getting market price, since as sellers it's the very first thing we consider. That's why private property is so incredibly important, incidentally. It's a market that Govt has very little control over.

Though I'm not sure why you add the extraneous 'conservative'. Social responsibility (and all responsibility is social) isn't a function of politics, it's a function of moral fibre. Obama brought black UE from 16% to 6.6% by your graph. About 60% drop.

And then when trump took the office it went from 6.6% to 5.5% or about 10% drop.
