I have found it is "God's will" what is the outcome of each case. Justice works in ways we cannot control as much as we want to. It TENDS to be that those who are unrepentant, deny they had any responsibility, etc. tend to get punished with demonstrative sentences and no mercy. The cases where people "own up" to their part in the damages resulting, tend to be treated more cooperatively in working out restitution or correction. The tendency is to get the justice you give -- if you have a retributive intent or ill will, this invokes retribution in return. If you have mercy and accept responsibility for correction, people tend to work with you to that same degree. So each case is different.
